How and when should this POA take effect?

Almost always yes for estate planning purposes — a non-durable POA automatically ends if you lose capacity.

When Does This POA Take Effect?

Fla. Stat. § 709.2108 prohibits springing powers of attorney created after October 1, 2011. In Florida, all powers of attorney take effect immediately upon execution.
